Automating an "Import and Publish"

I'm currently developing a map for a local municipality that will display all the arrests within the last two weeks. I'm using ArcGIS Public Safety Incident mapping and I have a map that meets the client's requests. EXCEPT the "Import and Publish" script needs to run every two weeks without needing a human to open ArcMap and run the script manually. Is this possible? Where do I start? I have zero programming knowledge and this is proving to be big pain.
