If yes, what is needed to enable the functionality?
Simply sending a “WWW-Authenticate: Basic” header does not seem to trigger the client to respond with an Authorization header with their credentials.

No, it is not possible to configure Portal for ArcGIS with Basic authentication and use it with Collector App to connect to Portal
