Constraint polygon inside another polygon

Question

In ArcGIS Pro, is it possible to use a topology rule on-the-fly when creating a new geometry or modifying it? I want to be able to constraint users when they create or modify a geometry of the feature to keep it inside another geometry. In essence the user shouldn't be able to move a vertex outside a specified polygon. This should be checked on-the-fly.

Any help would be grateful appreciated.

This sounds like something that Attribute Rules can accomplish.

Take a look at this great demo of attribute rules recorded during last year's Esri Dev Summit. Hussein accomplished the same workflow if I remember correctly.
