Web Builder with local JScript API

Hello,

I have to install Web Builder Dev. Edition on the server w/o Internet access.

Web Builder fails to start since there's no access to arcgis.com

There's an option of installing JScript API locally.

Can Web Builder Dev. Edition be configured to work with local JScript API?
