I'm having issues adding the USA Soil Flooding Frequency layer from ArcGIS Online into ArcMap. When I try to add the layer, the dialog box disappears and nothing happens even though I am logged in using my organization's account. I've had this issue with other layers as well. Any idea how to fix?
