I have 3 layers turned on in WAB. The Legend does not show two of the layers in it.
The same layers are turned on in Arcgis Online.
I cannot share my app and I have no errors in the console.
Does anyone know why this could happen? And how to fix it?

The possible reason might be:
The Auto Update and Respect Current Map Scale are checked in Legend widget, and in this case, the CoA Water layer (and its sub-layers) is not visible in current map view/scale or it's turned off in layer list.

As long as you have the "show in legend" option check for those layer in the webmap, then they should be showing and this is a bug and should be reported to esri tech support.
