How do you rotate text in a layout

ArcGIS Pro automatically turns text upside down in a Layout when you try to rotate it, you can't even turn it right side up. Why? How do I fix this?

Hi Clinton,

Rotating text elements can be done through the Format Text pane.

How are you rotating it? Have you tried changing the rotation in the properties for the text symbol?
