Can I use a WebScene as the map portion of an Operations Dashboard?

Web Scenes are not currently supported in Operations Dashboard for ArcGIS. Sorry.

Although I think this idea was meant for the older, legacy Windows-based Ops Dashboard.

I was able to configure this action in Operations Dashboard to show a 3D Scene. It is kind of a half baked solution but it works.

While the app subject matter is tragic, nice ops dashboard. May I ask: did you use the Details or Rich Text element?

Yes very tragic.
I embedded the code into the Rich Text element. Honestly I was surprised it worked that easy, I was expecting it to give me an error.
I'm assuming that the web scene needs to be public to get the embed rich text?

Yes, I believe the application needs to be publicly shared although I am not 100% certain.
