Date Filter on Feature Service date field when populated from NULL

Question

I am looking to create a date filter on a field that is polled from ArcGIS Server.  The field is normally NULL, so when our engineer populates that with the project start date I want to send a notification to those affected.  Sounds simple, but I can not seem to get anything to work.  Ideas?

I was able to get the filter to work by using the NOT clause in the filter conditions.

Hope this helps for anyone looking to use dates as a trigger when populated.
