Publishing geoprocessing tool using ArcHydro tools

Hello to all! I have the following question: I have built a tool through the Modelbuilder with Archydro tools. I published on the geoportal, without error. But does not work on the geoportal. This tool works in the Arcgis desktop (ArcMap).

whether an additional license is required to publish ArcHydro tools?

I think this should be answered by ESRI technical support. I ran into the same issue. I think it is because ArcHydro tools are not included in web by ESRI.
