In terms of sharing a link, I recommend the GitHub page (Home · Esri/arcgis-osm-editor Wiki · GitHub ) since it provides links to multiple versions of the download and not just 10.4

I know mine works. I tried it last Friday. Just make sure you define an area. If not it will try to download the world.
