Web app builder v2.11 setup on environment without internet

I have installed Portal for ArcGIS 10.6.1 on my server which is with internet connection . I have created the map as well .

When i start webapp builder by clicking on the startup.bat file in the webappbuilder . It gives an error that no url for portal setup .

I have gone gone through the article

Deploying Web AppBuilder for ArcGIS Developer Edition in a Disconnected Portal for ArcGIS Environment

I was unable to configure it. Can anyone help me on this
