Operations Dashboard Category Selector Not Filtering Content

I'm using arcgis portal 10.6 and I'm attempting to implement an operations dashboard that includes category selector that filters a list. I've ran into an issue where the category selector only intermittently filters the list. Has anyone else seen this behavior?
