The Edit widget provides an excellent user experience by automatically adding the Edit action to the map popup when the widget is directly connected to a Map widget.
However, this behavior only works when the Edit widget is a direct child of the layout. If the Edit widget is placed inside a Column, Row, or other Layout widget (for example inside a Widget Controller → Column → Edit Widget), the Edit popup action is no longer available.Make the popup Edit action independent of the widget's position in the layout hierarchy.https://community.esri.com/t5/arcgis-experience-builder-questions/edit-widget-different-behaviour-if-inside-a-layout/m-p/1701456#M23293
I would contact support with reproducible steps and/or an example, this has to be a bug.
