Hunting for Inactive ArcPro Licenses

Question

I'm an administrator of my agency's ArcGIS Online organization.  We're running short on some ArcPro licenses and extensions, so I would like to generate a report of users who have been issued licenses and extensions but haven't been using them.  I can view license activity (Organization --> Licenses --> Add-On --> ArcGIS Pro --> View Licenses Activity button) but I can't generate a report of this view.  I can generate a report of users and see who has ArcPro licenses (but not which extensions they have) but I can't see the most recent ArcPro use date or if they've ever used their ArcPro license.  What I'm looking for is a way to combine the license activity view with a user report so it will be easier to answer the question of who has ArcPro licenses but isn't using them.

My team discussed that option as well.  We have 100+ AGOL accounts that have been inactive for over a year and about 1/4th of them have ArcPro licenses.  We want to put together a policy on how to deal with these stale accounts.  Reclaiming ArcPro and other licenses would be part of the process.  The challenge is we don't know how many licenses were issued to active accounts for what turned out to be a short-term need like training but they didn't return them after the need had passed.  That, or they asked for licenses because they thought they could use them, but it turns out they don't need them.

I did something like this with ArcGIS Notebooks, I used admin usage reports and filtered for arcgisprodesktop. Once you get this you can do fancy print statements to print a report in the notebook or export as a CSV in the Notebook's workspace. These are the key lines for getting the report info.

# Generate a report for applications
report = agol.admin.usage_reports.applications(time_frame = "90days")

# Filter for ArcGIS Pro usage
arcgispro_report = [entry for entry in report["data"] if entry["appId"] == "arcgisprodesktop"]

I didn't have a need to search for extensions but there is likely a similar functionality out there for that.

Another idea to find some of the inactive users would be to look at your member list from ArcGIS Online and review the last login date. If it's been 6+ months since they logged in, you could remove their licenses.
