I have been running into issues transferring content I created to other organizations. It would be simple to change the owner of the item on my end to someone outside of my organization. (Note: I am currently in a partnered collaboration with this other organization and am still not able to change ownership to individuals in the collaboration.)

ArcGIS Online does not support moving items between subscriptions. There are a few recommended but unsupported ways of moving a StoryMap and other items. The last link uses a Python ArcGIS Notebook, and I have used this option myself. It works between AGOL or Portal. I used built-in credentials username/password for both logins, but you can set up authentication with tokens.
