Why is it that when I create a hosted feature layer view, the owner remains as the original layer's owner, not me. Shouldn't the view be owned by me?

yep, that is expected. A view is really meant to provide another way to 'view' the original layer. If you want to create a separate copy of the layer that belongs to you, you would need to export the original layer (the owner can choose whether to allow that in the layer settings), then upload that to your own account to create your own separate copy of the layer.

This is expected behavior in ArcGIS Online. A hosted feature layer view is considered a dependent layer of the original hosted feature layer, so it keeps the same ownership as the source layer rather than being owned separately by the user who created the view.
Esri documentation states that “dependent layers and the hosted feature layer from which they were created must have the same owner.” This includes hosted feature layer views. So even if you create the view yourself, ownership remains tied to the original hosted feature layer owner unless the primary layer ownership is reassigned.
