Can survey participants add alt text to their uploaded images?

I'm creating a survey in which participants can upload images. The images will eventually be included in pop-ups in a public-facing web map. Per accessibility requirements, each image needs to have alt text and I'd prefer not to write the alt text for each image myself.

Is there a way for participants to add alt text to their images? Or for a response in a survey to be the alt text field for an image?
