Non-Organization member Unable to Be Added to Public Group

I'm using AGOL and FieldMaps for field work maps. I'm a student at a University, and I'm trying to add a non-University person to our AGOL map group. I have made the group public, and I've found the non-University person to invite, but I get an error message saying "Could not invite user(s) to the group." I'm not really sure why! Any ideas?

To understand this further may I know, the person whom you are trying to add into ArcGIS Online group, does that person has an ArcGIS Online Public or Organization account. According to the following documentation, one can only invite users who has same type of account as you have. 

Additionally, you can refer the following article to check for different causes that might be causing this issue.
