Struggling to make Offline Map Areas

Question

I am trying to make offline map areas on my web map but continue to get two error messages. One reads "two items must be shared the same way for this relationship type" and the other is "Error: 000735".

All of my layers have offline capabilities enabled.

Does any have any insights to this issue?

Are you using any image services? if so are they cached?

If it is not cached can you remove it and test again.

ArcGIS is strict about three things for offline areas:

1. Sync-enabled layers
2. Matching sharing permissions
3. Offline-capable basemap
