“Allow duplication” not present in ArcGIS Enterprise 11.4？

It should automatically appear when I select organization or everyone.

@xingchenc - There is a bug in some versions of ArcGIS Enterprise that prevents the Allow duplication option from appearing. This bug is fixed in the upcoming 12.1 release in a few weeks.
