Hi @DebSF , sorry slow response so not sure if this is still relevant.
We've been testing this functionality as our organisation has a varied set of mobile device types. We found users that have iPhones found it very easy to add the PDF map to their 'On My iPad/iPhone > Field Maps > basemaps' folder and then use them as a basemap selection in existing WebMaps that we've created.
Android however is harder. Users that can access 'Android\data\com.esri.fieldmaps\files\basemaps' and save the PDF map in there have been able to get it to work. However, to get to this location you usually need a third party app as many Android versions don`t seem to want you to be playing around with these folders directly. I did it myself but felt a little like I was hacking my phone to get past Android's guardrails of not interfering directly with system folders.

Thanks for this update. Is it possible to add a georeferenced PDF to a web map, rather than using it as a standalone layer in Field Maps?
At the moment we have georeferenced maps converted to tile layers and uploaded to AGOL, which are then added to web maps with basemap, other feature layers etc, which can then be used in the field. In Field Maps users are then able to view the georeferenced map in context of the wider basemap, and add survey points etc using the other layers.
It would be great to be able to use a georeferenced PDF directly in this context, rather than converting it to a tile layer!
