We want to add a transparency level to the basemaps from the gallery widget so that they can be displayed more subtly in some cases.

I agree that basemap transparency is most powerful in the hands of the end-user. While we also frequently configure our webmaps with a slightly transparent imagery-basemap, many of our more highly customized apps include user-definable transparency sliders. It would be an excellent (optional) addition to the Basemap Gallery in ExB (and in the Javascript SDK, too!)
@IrouschekAndreas can you elaborate on the limitation you're referring to?
Transparency is supported on basemaps for the basemap gallery already if you curate your own basemap gallery group. These are all web maps shared to a group, set as your org basemap gallery, and you can then hard-wire transparency on these webmaps, which will then pull through to the map you open them in.
However, if you want app specific controls, then this idea is pretty fair!!
