Is "ArcGIS for Personal Use" now restricted to students only? (Distributor: Esri Turkey)

Hi everyone,

I am an Urban Planner and a long-time GIS enthusiast. Recently, I purchased an ArcGIS for Personal Use license to develop my professional portfolio. Shortly after the purchase, the local distributor (Esri Turkey) contacted me via phone and cancelled my license.

Their justification was: 'In Turkey, Personal Use licenses are sold only to students and academics.'

According to Esri’s global website, this license is intended for individuals to build their skills, regardless of student status. I have written confirmation from the sales rep providing the purchase link, only to have it rescinded via a phone call later.

Is this a new global policy, or is it a local restriction? It seems very counterproductive to push professionals away from the Esri ecosystem. Has anyone else experienced this with their local distributors?

Looking for some clarification from Esri Global.

I'm not aware of any specific country limitations for ArcGIS for Personal Use.  On Esri's website, it states that "...ArcGIS for Personal Use is limited to personal, noncommercial use by an individual customer and excludes use for the benefit of any third party, including commercial, educational, governmental, or nonprofit entities."

There has not been a change in the personal use license availability in Canada as of January 2026 that I am aware of; mine still works. It was downgraded from Professional to Basic as noted elsewhere. The license is offered with restrictions on the honor system creating the potential for misuse.

I don't know about the status in Turkey, but last July they did downgrade the Pro license from Professional to Basic, which is why I didn't renew my license. Now use QGIS for anything non-work.
