Starting at 4.34, the popup is appearing behind the components in the UI corners. Which can been seen in this sample https://developers.arcgis.com/javascript/latest/sample-code/view-breakpoints-css/
Changing that sample to use 4.33 has the expected result that the popup is in front of the other components.
This is the current behavior that we are looking to fix in 5.0. If you want to try the beta Popup component, it will show up above other components, except the Popup opened by search, that is still the widget Popup.
