Map scale fails to generate

I am having hit or miss results with the graphic scale generator.

Operating System: Windows 10 64-bit

Host Application: ILST 29.8.2

M4CC Version: 3.9.0

License Type: ArcGIS GISProfessionalAdvUT

ERROR: AddGeodesicScalebar failed. No such element

Does anybody have any insight to this?

I believe the cause of the error was that the layer Mapboard Elements was locked.

^ That doesn't seem right. I am actually finding it works upon retrying, sometimes.

Just brainstorming while I troubleshoot here. It seems like it could be failing when the scale gets to small to draw?
