Whenever I try downloading map tiles I get an "authentication failed" and a link to this https://server.arcgisonline.com/ArcGIS/rest/services/World_Imagery/MapServer. I am signed in with a public account. Is this not possible with a public account? If not why does the button work?

Downloading map tiles is not available for public accounts. The minimum licensing required for downloading map tiles is Viewer.
