You may want to check out Image Analyst for purposes like this as well as long as this can be analyzed as described in the documentation:
https://www.esri.com/en-us/arcgis/products/arcgis-image/options/arcgis-image-analyst
You may also want to look into Python vision programs or other vision tools to verify that this would fit your purposes!
