I am my higher-ed institution's site license administration. I'm supposed to provision access to CA to a specific group, but where do I do that? Following the instructions on this page:

I tried to go over to:
Complete Signup Process
But that tosses me to a general Esri page.
I can access CA using my AGO administrator account, but not my enterprise login account. I don't see anything about CA in my group access controls.
How does one get started?
