Has the free license capabilities changed resently? I can't find tool to share a map publicly. I used to do it via Apps by creating new app and sharing that. How I should do it now?

It has limited capabilities. It does say "author and publicly share basic maps, scene, stories, and apps". However you cannot create apps with EXB or Dashboards.
