I tried to create workflow database using Create Workflow Database tool but returns an error 000819. I have an advance(personal) desktop license with ArcGIS workflow manager installed.
Did you turn on the extension for Workflow Manager (Customize > Extensions)?
yes, extension is on both arcmap and arccatalog.
Not sure if it will work but worth a try.
Open ArcCatalog > open ArcToolBox > (If WorkFlow Manager Tools is not available, add it to ArcToolBox).
Repeat/Check the same for ArcMap.

I added the workflow manager tool in arccatalog and arcmap but still no luck......hope someone can solve this problem of mine. anyway, thanks Jay for the effort on helping me on this.
I finally solved the problem by disabling Background Processing from Geoprocessing option....

This was a bug in versions prior to 10.5 and we have fixed this issue in 10.5. Sorry for the inconvenience.
We are still having the issue in 10.5.1 with tools created in the Data Interoperability Extension.
Encountered this error with the Location Referencing toolbox on 10.6.
I just started in 10.6 today and the error showed up for me while using the tool "Generate Events" but turning off background processing helped.
