Mysterious offset in legend patches

Question

Can anyone explain why these patches are offset like this? There is no offset set for either symbol. The legend patches are the same size. When I change symbology for each layer, the offset is still there. It appears to be in the layer but I have no idea what setting would cause this. I have deleted the legend and started from scratch. It looks a bit off and I can't get rid of it. Any help would be much appreciated. Thank you,

One is a map service, the other a feature service. That must be it. The feature service is the one skoochied left.

One layer (the one that is 'shifted' left a tiny bit) is a map service. The others are feature classes in my system. Do map services symbolize differently?
