Adding Tempest Land Managment Links to Attribute table

Hi All, 

I am trying to add a link into the attribute table from Tempest (a land management software). The link I am trying to add ends in .TDGL. I can export the link from Tempest to my desktop and the link works, but when I try in ArcGIS it does not seem to work.

Below is the URL I was trying:

If anyone has any tips that would be amazing!!

I do know hyperlinks are supported in ArcGIS Pro.  Here are a few references to explore:
