Does ESRI provide full asset packages for download per utility? The ArcGIS Solutions offer 'Essential' or 'Foundations' asset packages, which do not include the complete data model for individual utilities.
Those downloads do include complete asset packages. ElectricExpanded_AssetPackage.gdb is the verbose foundation package that has been around. ElectricUnbalancedDistributionEssentials_AssetPackage.gdb is the slightly less verbose version that was released this summer.
