My colleague is trying to create a new topology using the Create Topology wizard but cannot load rules from a ruleset. It has worked before, repeatedly, in the same map document, but now when loading rules from the .rul file a message says that no rules were loaded.
The feature classes were duplicated from one dataset that already had topology to a new dataset.
Any ideas why this is happening? He has done this twice before with these same feature classes and had no problems.
