users not able to save layer edits

I have a hosted feature layer that I shared with the organization, as well as a group. Another user who has creator/publisher access, and is also part of the shared group; went in to edit some of the data. When trying to save however; "Save As" is the only option available and he can't simply save the changes.

Has anyone else run into something like this before? I can't for the life of me figure out what's wrong as this has never happened before.

I think there is still some confusion, so let me clarify.

Editing is not locked to the owner.

Editing data and Saving a layer are 2 completely different things.

Edit data: Any changes made to the data, such as adding, deleting, updating attributes or moving features, take effect immediately. This means that once you (or anyone editing the map) make these changes, they are applied right away.
Save the Layer: Saving the layer is a separate thing that pertains to preserving properties such as the style, pop-up, forms, and labels. The 'Save as' button in the screenshot you shared is for saving the layer with those properties configured.

It's important to note that saving the layer and saving edits are not related.

Your colleague does not have to 'Save' the layer to save the edits. Edits to the data are already saved.

You can use versioned data when working in Enterprise.

What is the solution to this issue? Obviously, there are situations when even the most seasoned pro wants to discard edits. when working on an editable feature layer, hosted in our Enterprise portal.

unfortunately yes. It is a layer that was designed to be editable by multiple users throughout our city (additions, deletions, moving of points etc...). If editing is locked to just the owner; that sounds like a really huge flaw in AGOL.

Thanks for the additional context. Yes, that is expected. The ability to save a feature layer allows a user to save their configurations on the layer- the styling, form, pop-up, labels, etc.

Since they do not own the layer, they cannot save those changes to the layer directly but they can save a copy with their configuration for future use in other maps.

On the other hand, edits to the data are applied immediately.

no. It's just the feature layer being edited and saved. This is what I have...

If I understand correctly,

you shared an editable layer in a map with an organization and a group.
Someone the group or organization edited the layer (adding, deleting, or updating features)
That person wants to save the map with the layer in it.
They see the option to save a new map using 'Save as'.

Is that correct?

If so, that is expected.

You won't be able to save maps unless you're the owner of the map, you are an Administrator, or the map is shared with a group that you are in that has shared update capabilities enabled. If none of those apply, you will see only "Save As" when attempting to save the map.
