Why are some layout elements greyed out?
I can't lock it in the TOC but can through properties?

The exact same thing happened to me today, and a restart resolved it. Running Pro 3.2.1. This post was helpful because I initially thought it was a feature or option that I didn't understand!
@AubriOtis Pro is always in an odd state with some lucid moments inserted at random...I'll keep an eye on it but been like that for multiple versions multiple computers. Finally had enough of it and asked the question. @KoryKramer should have the clipboard sheet where the bug feature was signed off on 🙂
That's really strange. There isn't a situation I'm aware of where that should be happening. Does it persist after reopening the project or restarting your machine? It's possible Pro got into an odd state and restarting will fix it.
