Export "Imagery with Labels" tiles for offline use?

What is the recommended way to export satellite imagery with labels to a .tpk/.vtpk?

I'm able to export vector tiles from this source: https://www.arcgis.com/home/item.html?id=30d6b8271e1849cd9c3042060001f425

But when I the .vtpk layer on my satellite imagery, the tile's background obscures the imagery. What i'm trying to do is get it to look just like the map at the link above, is this possible? Do I need to use styles somehow to do this? Thank you for any help -David
