I've data in my local machine and I've security compliance with it to host in cloud. Any suggestion on this would be greatly help.

I've a query, are you trying to migrate/copy your data/service from one Enterprise to Enterprise and/or Enterprise to Online and/or vice versa?
We can have collaborations either Partner if Online to Online, Distributed if Enterprise to Online or Enterprise to Enterprise. We can have two web adopters configured with ArcGIS Enterprise, one can be used inside Firewall and the other one is exposed.
