I'm new to Story Maps Briefings and I would like to know if there is talk of creating Briefings using the ArcGIS Maps SDK for JavaScript?

For automation processes of Briefings, you can utilize the ArcGIS API for Python. Check out this page that describes how to automate item creation and editing, and the page on the briefing object for more information on this workflow.
