determine the order popup boxes appear in AGOL

I am curious if there is a way to set the order in which layers appear in a popup box for AGOL. I have a certain layer that I would like to always show up last but it always appears in the middle of the options. Can't seem to find a way to set this order, or ensure something is the last option.

Unfortunately it does not. I have the layer last in the table of contents that I would like to appear last in the popup box. It is currently appearing in the middle of the options (i.e. 3 of 5). thanks for the idea though. if anything they seem to go in the order that they were added to the map, if memory serves me correctly.

Maybe it opens by the order in the Table of Content?
