Merge or combine multiple vtpk

Question

Within ArcGIS Pro 3.3.0 I am using the Map Download function to export a portion of World Streets Map (for Export) as a vtpk.  I'm downloading chunks to 1:223 scale, and would like to merge  these vtpks into a singular dataset.  What tool would I use for this?  I looked at Import and Export Tile Cache but those only accept raster layers. If I use the "Create Vector Tile Package" on a list of exported vtpk I run into errors  saying the "Layer's data source is not supported."

I was told by ESRI that it is impossible to merge multiple VTPK into a singular package file.  And it is not something they were considering as a future capability.

@AspenCity, did you possibly find a solution for this?

I have been provided 2 VTPK's L0 - L14 and L15-L20 that I am looking to combine into a single VTPK.

Previously I was able to get 7-Zip to break the VTPK apart, combine the tiles directories and share it but that doesn't seem to work anymore 😞
