Military Symbology Editor

I'm trying to add a Military Overlay but the Military Symbology Standard drop-down box is greyed out with MIL-STD-2525B as the selection. I'm trying to change it to MIL-STD-2525B w/ Change 2.

Do I need an extension for this?
