Add to Display not working in Model Builder

Question

Whenever using inline variation substitution, my outputs do not add to display despite having them checked. 
My settings in the geoprocessing has outputs default to display as well. Yet after running my model, the outputs just go into the gdb and never get added to the map.

My full output path is %Workspace%\%State Abbreviation%_County_Boundary

My output was configured like this, and when I ran the model the table was added to the map.
