Is it possible to get rid of the unsightly "maximize" button (circle with four expanding arrows) in the upper right of each #dashboard element? I unchecked "Allow element resize" under the General settings and that didn't do it.

This is not possible in Operations Dashboard. Sorry. Please submit an enhancement request on the ArcGIS Ideas site for Ops Dashboard so we can gauge interest from the user community.
