Sharing mosaic dataset as web layer error: 70115

I keep running into an error when trying to share mosaic datasets as a web layer.

I resolved the previous problem I had where the mosaic dataset would not publish by using the UNC path.  Now, I'm encountering a different problem,  with the mosaic dataset it appearing as a checkerboard.

I've run the analyse mosaic dataset and get the following error:

Error 70115: The overview of the mosaic dataset item may not have any participating raster datasets.

As far as I'm aware, there shouldn't be any orphaned overviews.

This process worked perfectly fine in ArcMap, but something has changed in the transition to ArcGIS Pro

Interesting - there is a solution here from this help article that may assist.  Have you run the Remove Rasters from Mosaic Dataset GP tool (with the orphaned overviews selected)?
