Lock Polygon when zooming out

Hi. I am fairly new using ArcGIS desktop and I have an issue on drawing polygons while on a particular scale, say 1:1 to make sure it is snugged along the borders of (for example) a parcel of land/lot. 

How can I lock the borders/points even when I zoom out to prevent it from looking overdrawn.

Is the underlying data vector data?  If so, use snapping and tracing when you are editing the data. You might also want to look into setting up topology if you are able.

If you are working with an ESRI basemap, there are a number of projection and rendering settings that could cause the issue but I don't have a solution for it.
