Adding an image to map view

I have a PDF file which shows an image with a number of polygons (watercourses). I have also saved it as a semi-transparent PNG file. I want to overlay this image on a basemap and create a new feature class so I can trace around the polygons and make a polygon layer. Is there a way to do this?
