How to change left (max) to right (min) color ramp in legend?

I am using arcmap 10.2. I inserted legend in layout. I added one layer. That layer has pale_blue to blue color ramp (bar). I set it to be horizontal. I want it to be pale_blue on the left with the minimum value under the bar and strong blue on the right side with the maximum value under the bar. Why can't I do that? Why ArcMap gives me left (max) and right (min)? Can I chnage it? And why cant the numbers be just under the bar edges? Is there a way to do that without making it into graphics and ungroup them and rearrange it etc. ?
