ArcGIS Pro 3.1.0: How to get all types of dialogue boxes floated as they are started?

For example, in the screenshot below, as the “export to file” tool is started, it gets embedded into another open pane and thus we need to drag and drop it in order to get it floated.

you can floating options for some of the various dialogs in the Project Backstage under Options as shown below
